Depends on how you're being flogged or whipped. Aggressive use of a single-tail whip will probably get you to bleed fairly quickly. A flogger with barbs will do it quickly.

What about riding crop?

no matter what they use, if it breaks the skin, you will feel a lot of pain. It probably is better to use a single tail because it will break your skin faster. I can't imagine how many strokes it takes to break the skin with a riding crop.

What sort of bleeding are you thinking about? Welts that seep blood? Or open cuts with blood running out? You could probably manage the former with a crop; I don't know if you could really do the latter that way.
