Nylon, plastic, and silk can be pretty cheap at department stores and work well. I like nylon rope because once you cut it to size you can melt the leftover strands together with a cigarette lighter to keep it from unwinding. (It also helps to wrap tape around the rope where you want it cut, then cut through the tape..... works on steel braided automotive hose too)
Hemp rope (the nasty itchy thick stuff they use on pirate ships) you can find at most marina's (or any place that sells boating equipment). Hemp has to be treated, usually by rubbing it with some kind of oil, to keep it pliable. Its the only rope that actually needs maintenance. Because of its cost, upkeep, and coarse nature, I really only suggest hemp rope to people who have a fetish for hemp rope. Cotton and nylon rope is just so much cheaper and easier to use.
If you're just tieing hands, go ahead and use whatever cheap rope you want. Same for shibari harnesses and any non-weightbearing bondage. You only need hardware store super-rope when you want to suspend a person from the ceiling, Check for words like 'woven' or 'braided core', which basically means your rope is actually two ropes, if you're planning on suspension work.
Then buy rope in 100' lengths and cut it to fit your needs with some scissors.
